 Is there a penalty for circulating or publishing literature or other material concerning a candidate without the required disclaimer? Yes. The penalty is a Class A misdemeanor, up to a $5,000 fine or 1 year in jail or both. (IC 3-14-1-3) A civil penalty of up to $1,000 may also be imposed for a disclaimer which is not presented in a clear and conspicuous manner. (IC 3-9-4-16, 17) 

That is a true threat. So Marion County, Gupta's employer, is making a true threat against me. Even after a federal court said it was free speech. even after i was tortured in your jail.   Is it ethical for Gupta to conspire against me withg Marion County, which is making a true threat against me?

Is sweeny bell, my likely opponent in the election, conspiring to put me in jail for simple signs like Robbin Stewart for Township Board - Vote Tuesday?

Are Gupta and Bell in a scheme to attempt to deprive Stewart of his rightds under stewart v taylor? 

of his rights under footnote 11?

of his rights under talley mcintyre naacp v alabama bates v little rock? 

Is this an example of unclean hands?

Is this fruit of the poisonous tree?

Is it ethical to cooperate with Bell in oppressing Stewart when 1) he is Bell's opponenbt in the lection

2) they are unlawfully threating him with a true threat in violation of his clearly establisghed rights.

4) they are unlawfully retaliating against his free speech rights to be a candidate by trying to fine him $3000 for protected speech while they lack jurisdiction to do so. course of dealings they dismissed the earlier case. i was the reason they put that part in the statute. 

5. the old man who threatened to shoot me in the head, how long has the county been conspiring with him agINST ME?

do you understand he has bought the house next to me, is tryiong to buy my house, but first is trying to force me to sell via harrassment by HH. they want to get the house condemned so they can buy itcheap. th is is an improper purpose. 

my complain t is not with the buyer per se, but his agent the old man. the old man's father witnessed the threat to shoot me in the head. 

old man: #1.

doctor guy. #2. controls the property via llc, perhaps with his father or another relative. has a gun on hip, but did not use it in a threatening mnanner and was not present   for his agents threats to me. 

the llc: formally owns the property, #3 would be the buyer, unless they set up a new llc to further evade liability. 

old man's old man. #4. possible witness, if his hearing is ok. lives in that cottage. the one they bought like they are trying to buy mine. 



What is the proper procedure to report violations for circulating or publishing materials without a disclaimer? For local candidates, you must file a written complaint with the appropriate county election board or prosecuting attorney. A written complaint is filed with the Indiana Election Commission for matters involving a statewide or state legislative candidate.

1. get a lawyr. 2. gt some white socks and white sweat pants. 3. memorize your lawyer's phone number, and write it on your upper arm. be aware that there will be no qualified immunity. 

your written complaint is called a smoking gun letter, and can be used against you in court. 

if you attempt to enforce this void unconstitutional statute, you would be seeking to violate someone's first amendment rights and indiana constitutional rights.  this would be unethical, tortious, possibly unlawful. 42 usc 1983, the ku klux klan act.
